The Calderdale Stewardship Hub

Calderdale Metropolitan Borough Council (CMBC) has taken the bold step of approving a Supplementary Planning Document (SPD) to require the development of a charitable model that guarantees fair, transparent and high-quality long-term maintenance of places and spaces for a range of sites across the Borough.  The Calderdale Stewardship Hub (a charitable company) will be the first in the UK, with two other hubs in other areas of the UK following shortly.

Plans are underway for the first parcels on the Thornhills development site (1,886 homes) to be the first to enter the Hub.  Woodhouse (1,090 homes), the second part to the Calderdale Garden Community will follow, bringing forward circa 3,000 homes in the Borough. In the meantime, housebuilders are considering other sites in the Borough that may also join the Hub.

What will it do?

Open space, sport and recreation facilities form an essential part of Calderdale’s environment and play an important role in maintaining the health and wellbeing of its residents.  

We will partner with residents, developers and CMBC to guarantee consistent standards, transparency on costs and expert, community-centred stewardship for the long-term.

Our Hub will:

  • Ensure that all community land and assets are managed professionally in perpetuity to a consistent and high standard

  • Maximise the social and community benefits to encourage a strong sense of community in Calderdale through effective communication and community development from the start

  • Support integration within the developments and with surrounding communities

  • Benefit existing residents and those who live, work and visit Calderdale

How will the Hub be funded?

Initial Funding

Start-up funding from CMBC
Planning approval contributions from housebuilders

Longer-term Funding

Residential and commercial properties who pay a Service Charge
Charges received from hiring out community spaces and from events
Other small sources such as car parking, grant funding
Income from commercial assets and endowments
